CDH/VICAR reports a serious incident of violence and abduction targeting Burundian refugees in Nduta camp, Tanzania. On the night of April 13, 2025, police and intelligence agents fired tear gas and live bullets at refugees who were attempting to prevent the kidnapping of Kwizera Émile, also known as Gasongo, an employee of World Vision. The aggression underscores a persistent climate of fear and intimidation within the camp.
This attack is part of a wider pattern of nightly abductions carried out by Tanzanian police and intelligence agents against Burundian refugees. Many of those kidnapped have reportedly been handed over to Burundian intelligence services, highlighting the transnational nature of these coercive operations. These actions violate basic refugee protection standards and international human rights law.
The ongoing operations demonstrate a deliberate targeting of refugees, particularly those engaged in humanitarian or advocacy work. Refugees in Nduta camp are increasingly exposed to arbitrary detention, violence, and forced transfers, creating a climate of terror that discourages them from reporting abuses or seeking protection.
CDH/VICAR calls on Tanzanian authorities, UNHCR, and international partners to immediately halt these violent operations, ensure the safety of Burundian refugees, investigate all incidents of abduction, and hold perpetrators accountable. Refugees must be guaranteed protection, dignity, and access to humanitarian assistance without fear of reprisal.
