CDH/VICAR expresses deep concern over the abduction of Niyongere Éric, a Burundian returnee from Uganda, who was reportedly seized on Tuesday, May 20, 2025, in Gitega by agents believed to belong to the military intelligence services. His arrest was carried out without any known judicial warrant, and his current whereabouts remain unknown.

This incident reflects a disturbing pattern of targeting returnees and former refugees, particularly those perceived as politically undesirable or suspected of maintaining links with refugee communities abroad. Such practices create a climate of fear and intimidation, discouraging voluntary return and undermining any claim that conditions in Burundi are safe and conducive for return.

Enforced disappearances and arbitrary arrests constitute serious violations of international human rights law, including the rights to liberty, security, and due process. The lack of transparency surrounding Niyongere Éric’s abduction raises legitimate fears of ill-treatment, torture, or prolonged incommunicado detention, practices that have been repeatedly documented in similar cases.

CDH/VICAR calls on the Burundian authorities to immediately disclose the fate and location of Niyongere Éric, guarantee his physical integrity, and ensure respect for his fundamental rights. We also urge international partners and human rights mechanisms to closely monitor this case. States must uphold their commitments. Silence and inaction only perpetuate impunity.
